The Publicity Department has issued flood control and prevention tasks for small and medium-sized rivers to achieve full coverage of hydrological monitoring

  Minister of Water Resources Li Guoying introduced that the Ministry of Water Resources earnestly implemented the digital strategy, strengthened the deep integration of the new generation of information technology and water conservancy business, and made obvious progress in two aspects.

  

  The first is to build the sky and ground integrated water conservancy monitoring and sensing network to realize the timely grasp of important water conservancy information. A water resources monitoring system and a network of groundwater monitoring stations have been established, and 430,000 water information points have been set up. Hydrological monitoring has covered all 5,186 small and medium-sized rivers with flood control tasks, and the time for collecting and transmitting rainfall and water monitoring information at 110,000 flood reporting stations has been shortened from hours to minutes.

  

  The second is to build a water conservancy map to support special operations such as flood control and drought relief and water resources management. The establishment of a water map collects 55 types of 16 million water conservancy objects, and realizes dynamic management and online update. Rivers and lakes, water conservancy facilities and water conservancy management units above the scale within the scope have realized spatial management, providing fine support for flood control and drought relief and emergency treatment of water conservancy emergencies. At the same time, the implementation of the water resources management system and the implementation of the river and lake chief system provide fine services.

  

  Li Guoying said that in the next step, the Ministry of Water Resources will, in accordance with the requirements of demand traction, application first, digital empowerment, and capacity enhancement, take digitalization, networking, and intelligence as the main line, take data, algorithm, and computing power construction as the support, and take digital scenarios, intelligent simulation, and refined decision-making as the path to vigorously build digital twin watershed, digital twin water network, and digital twin water conservancy projects. To build a smart water conservancy system with the functions of "forecast, early warning, rehearsal and preplan" to provide strong technical support for improving water security.
